Not assembled. I know the description says 'not assembled' and somehow I missed that. It's just a bag of safety pins and a bag of ribbons. The ribbons seem fine quality, though the glue spot that completes the loop is more obvious than in the picture. It's made with a 1/2 inch ribbon and each loop is about 2.5 inches, so it's decent size (not subtle). It comes with size 1 safety pins, which feel a little large for a ribbon, but I suppose are sturdier overall. The safety pin can go through the ribbon without making the material run (unless you get a dull pin).The advantage to the not assembled feature is that you have the option to put the safety pin under the shirt instead of on the outside. I got this pack for my Cheryl/Carol Tunt costume, so it worked out well.
